7 Divine Promises

Dear compatriots, members, and sympathizers of the New Generation for Pan-African Guinean (NGPG),  On March 30, 2017, I publicly presented my vision and promise to the Guinean people and the Barometer, BARO-7, which accompanies it.

“It is my commitment to serve my people of Guinea and the people of Africa. I invite you, therefore, to follow and verify the accomplishment of this program with me throughout my five-year term (5 years) when I am elected to the supreme magistracy of the Republic of Guinea. I extend my hands to all conscientious Guineans concerned about the future of our country to join us in this noble movement for just cause.  I Swear the before you, this is my engagement!  –“Together We Can!”- Alpha Kabine Baro, NGPG President  

 

1- GUINEA AND PANAFRICANISM*

I, Alpha Kabine Baro, Promise Equitable justice for all in the Republic of Guinea and Africa.


2- THE SURVIVAL OF THE GUINEANS:

I, Alpha Kabine Baro, Promise to provide an adequate and sufficient

supply of water and electricity throughout the national territory of the Republic of Guinea.

 

3- FOOD AND GUINEA AND GUINEA ENTREPRENEURS:

I, Alpha Kabine Baro, promise to ensure Food self-sufficiency and food security throughout all of Guinea. I also promise to ensure, by supporting, the development of Small and Medium-sized Enterprises (SMEs)  in Guinea.


4- GUINEA YOUTH:

I, Alpha Kabine Baro promise to make the Guinean youth’s health, employment, education, and safety a priority by aiding in the development of business infrastructures that ensure will both adequate housing, education, fair wages, medical coverage, and new state of the art medical facilities.


5- THE AUDIT OF THE GUINEA ADMINISTRATION:

I, Alpha Kabine Baro, to help rid Guinee of corruption, promise the publication of the results of the audits for the Guinean people on all former ministers, politicians and each citizen candidate for the supreme magistracy of the Republic of Guinea.


6- THE GUINEA WOMAN:

I, Alpha Kabine Baro, promise to aid in the development and construction of modern health centers to both educate and respond to the different hygiene issues of Guinean women in conjunction with all citizens.


7- GUINEA OFFICIALS:

I, Alpha Kabine Baro, promise to  increase the salaries of all employees of the civil and military civil service of the Republic of Guinea.

Guinean Survival

Survival of the Guineans

 

Alpha Kabine Baro’s vision is to be actively involved in the union of all Guineans around the ideas of peace, social cohesion, economic stability, and solidarity. He is determined to lead Guinea to true democracy and financial Independence as a nation.  He is committed to developing and strengthening the infrastructure capabilities necessary to support advanced commercial activities.  The first step is creating transparency.  We aim to gain back the respect and assurance of other nations.  We will open the doors of Guinea and welcome international corporations and industries that are looking to partner to advance Guinea and create higher paying jobs and career opportunities within the country.  

Alpha Kabine Baro understands that electricity and access to clean water are non-negotiable and will provide the necessary infrastructure to ensure that those basic needs are made available to each Guinean.  We are, immediately, looking to partner with international Industries and organizations to properly develop the infrastructure necessary to remove barriers that impede sustainable energy development.   We will unlock and utilize all possible forms of substantial wind, solar, hydropower, natural gas, biomass, and geothermal resources in Guinea.   Our Goal is to provide Light, Electricity, and personal access to Clean Water throughout the entire country of Guinea.  These advancements will allow Guinea to aid in supplying our neighboring countries with equal access to energy and clean water, and ultimately the entire continent.

The safety and security of every Guinean, and law-abiding, citizen will be the key priority of our Government.  Everyone has a right to feel safe in their home and in their community. When that safety is threatened, those responsible will face a swift and effective response.  It will be the responsibility of our reformed criminal justice system to deliver that response: punishing offenders, properly rehabilitating offenders, protecting the public and reducing reoffending.  It is only then, that we will be able to, confidently, ensure the safety of our citizens.

Health, and general wellness are also top priority among the list of issues to be addressed for our country.  The stabliization of the health care system will be first amongst our priorities.  We will partner to rebuild people’s trust in the healthcare system and improve the quality of services offered at hospitals.  Alpha Kabine Baro believes that Health Care Coverage is an unalienable right of every person.  He will introduce a new amendment to the Constitution that emphasize the concept of a health care system built around the principle that all citizens will receive all “medically necessary and hospital physician services.”  There will be NO cost-sharing for the health care services guaranteed under the new federal law.  Alpha Kabine Baro’s ultimate goal for the Guinean Citizens is to develop our country into a safe and healthy country of economic stability and equal opportunity.  

Prisoner Rights

Baro’s Views On Prisoner Rights

 

  • Right to counselthe assistance of counsel (a lawyer) and if the defendant cannot afford a lawyer, the government will appoint one or pay the defendant’s legal expenses.

 

  • Right to reasonable contact with visitors

 

  • Freedom to Worship PeacefullyRight to freedom of religion or belief, including by permitting religious worship, observance, and practices.  A Freedom to worship peacefully, but only to the extent that the exercise of those rights do not interfere with their status as inmates.

 

  • Cruel and Unusual PunishmentsProhibition of the use of excessive force and torturing of the inmates. Every inmate has the right to be free from inhumane treatment or anything that could be considered “cruel and unusual” punishment.

 

  • Sexual Harassment or Sex Crimes Inmates have a right to be free from sexual harassment or sex crimes, like being raped or molested while in custody. This applies to crimes or harassment from both inmates and prison personnel.

 

  • Right to Complain About Prison Conditions and Access to the Courts The right both to complain about prison conditions and to voice their concerns to prison officials and the courts.

 

  • Disabled PrisonersInmates with disabilities are entitled to certain reasonable accommodations to ensure they receive the same access to prison facilities as those who are not disabled.

 

  • Medical and Mental Health Care(a). All Guineans, free and incarcerated, will have health care coverage (b) Prisoners are entitled to receive medical care and mental health treatment. (c) Development of a hospital, solely, dedicated to meeting the health needs of the inmates. (to include yearly physicals, routine medications, routine medical and psychological evaluations, the proper diagnosis and treatments of illness to include the necessary and proper dispersement of conventional medications and treatment procedures)

 

  •  Freedom of SpeechThe right to speak and communicate with their family members and the public freely within the prison guidelines.

 

  •  DiscriminationInmates have the right to be free from discrimination while imprisoned. This includes racial segregation, disparate treatment based on ethnicity or religion, or preferences based on age, among others.

 

  • Every Prisoner has the right to proper rehabilitation and the reintroduction to society once they have satisfied the sentence and complied with all requirements.

The safety and security of every Guinea law-abiding citizen will be the key priority of our Government.  Everyone has a right to feel safe in their home and in their community. When that safety is threatened, those responsible will face a swift and effective response.  It is the responsibility of the criminal justice system to deliver that response: punishing offenders, properly rehabilitating the offender, protecting the public and reducing reoffending.   

We plan to transform the administration of punishment in the country of Guinea to make it more robust and credible. Prisons will become places of hard work and industry, instead of enforced idleness. There will be greater use of strenuous, unpaid work as part of a community sentence alongside tagging and curfews, delivered swiftly after sentencing. When fines are a sensible sentence, we will place a greater focus on enforcement and collection. We will put a much stronger emphasis on compensation for victims of crime.

 

Administration Audit

The path for this country towards greatness has some steep but manageable issues. Guinea’s history of corruption and lack of trust from other nations is holding back the development of possible progress on roads, hospitals, schools, and advanced technology used to increase general efficiency. Alpha Kabine Baro promises to help rid Guinea of Corruption.

Pan-Africanism

 

Alpha Kabine Baro promises equitable justice for all in the Republic of Guinea and In Africa.  He is going to work hard to create a government that fairly represents all citizens of all ethnicities across Guinea.   Alpha Kabine Baro is the President of NGPG, the New Generation of Pan-Africanism Group, is the world’s first political party, ran online via social media. NGPG is committed to both enlightening and uniting millions of people world-wide around the ideas of peace, social cohesion, and economic stability. NGPG is relentlessly working to encourage and strengthen the bonds of solidarity between all people of African descent. Pan-Africanism is an ideology based upon a common fate going back to the Atlantic slave trade, the movement extends beyond continental Africans, with a substantial support base among the African diaspora in the Caribbean, Latin America, and the United States. It is based on the belief that unity is vital to economic, social, and political progress and aims to “unify and uplift” people of African descent. The ideology asserts that the fate of all African peoples and countries are intertwined. At its core Pan-Africanism is “a belief that African peoples, both on the continent and in the diaspora, share not merely a common history, but a common destiny”. (Wikipedia)

Alpha Kabine Baro’s vision aims to satisfy the hopes and dreams of our Ancestors. We believe that with the Republic of Guinea’s natural resources and Alpha Kabine Baro’s vision for a new government, that aims to gain the trust of the Guinean people and strong international allies, we have the ability to change the history of mankind and open doors of limitless possibilities. Under the new leadership of Alpha Kabine Baro, the Republic of Guinea will become the destination of choice for diasporans looking for a spiritual home and ancestral connection with Africa. We are here, working, to bring opportunity to people of African descent from all throughout the world. With your help, Guinea will become our common destiny, the model and the home of the NGPG movement.

Guinean Women

 Alpha Kabine Baro, believes that God created women to be loved, honored, respected, and treated as equals by man.   All women will be granted and ensured equal rights and opportunities for employment and education.  Our goal is to finance programs that will help reduce inequality by educating both men and women on the importance of Women and the protection of their rights.  We will make huge efforts to promote, demand, and ensure both the safety and respect of the Guinea Woman.     Those who violate and ignore such efforts will be punished accordingly.  Our Aim is to open the doors of opportunity to women in areas such as business and land ownership, trade, industry, and government.   Alpha Kabine Baro, has begun his movement of advancing the Guinea woman by selecting Mabinty Sanoh, as a Vice President in NGPG.  We will  aid in the development and construction of modern health centers to both educate and respond to the different hygiene issues of Guinean women in conjunction with all of our citizens. We has great concern for the forced practice of Female genital mutilation (FGM) and will eradicate all such practices.  We will also implement government funded programs that will aid and assist the Guinea woman with needs such as food, childcare, housing etc.  Our goal is to strengthen, educate, esteem, and advance the Guinea Woman.  We believe that such efforts will increase the overall well-being of every Guinean.   

Water & Electricity

Alpha Kabine Baro understands that electricity and access to clean water are non-negotiable and will provide the necessary infrastructure to ensure that those basic needs are made available to each Guinean. Water is the source of life and must be protected.  We are, immediately, looking to partner with international Industries and organizations to properly develop the infrastructure necessary to remove barriers that impede sustainable energy development.   We will unlock and utilize all possible forms of substantial wind, solar, hydropower, natural gas, biomass, and geothermal resources in Guinea. We will provide Light, Electricity, and personal access to Clean Water throughout the entire country of Guinea.  These advancements will a allow Guinea to aid in supplying our neighboring countries with equal access to energy and clean water, and ultimately the entire continent.

 

  • An Estimated 622 Million people in the continent of Africa do not have Electricity
  • An estimated 3.5 million people die every year because of respiratory illness caused by indoor air pollution from using kerosene, wood, crop waste, dung, and other biomass for lighting, cooking, and heating within the home.
  • The National Electricity Company of Guinea) is responsible for all production and distribution of electricity in the country.   However, service is poor; even households in Conakry are served less than 12 hours a day.  According to The World Factbook, only 53% of urban areas and 11% of rural areas had access to electricity, leaving 8.7 million people without it.  There is also a sharp east-west divide: west of the Ouré-KabaTougué axis, nearly 30% had electricity, but that figure dropped to barely over 5% to the east.

 

ACCESS TO CLEAN WATER & ELECTRICITY IMPROVES…

 

  • Education– When students are freed from gathering water, they return to class. With proper and safe toilets, girls can stay in school through their teenage years.
  • Health Safe water & clean hands = healthy bodies. Time lost to sickness is reduced and people can get back to the work of lifting themselves out of poverty.
  • HungerAccess to water & electricity leads to food security.   With electricity, people can properly store and cook food.  Water is essential to produce healthy crops.  With less crop loss, hunger is reduced. Schools can adequately feed students with gardens, reducing costs.
  • poverty– Access to clean water and electricity can break the cycle of poverty.
  • Safety  Adequate lighting of the streets and hoes throughout Guinea will help increasde and ensure the safety of its citizens

Environment

The country has a lot of opportunities, the land is bountiful and there are many crops. The wet season brings heavy rainfall and there are multiple rivers that highpoint in Guinea. Hydroelectric power has been untapped and has the potential to bring electricity to the western side of Africa.   

With Over one-half of the world reserves in bauxite, over four billion metric tons of high-grade iron ore, multiple diamond and gold deposits and an undetermined quantity of uranium recently found, the economic and social development of this country has tremendous benefits and a lot of upside.

Agricultural farming employs roughly 75% of the country’s working population. There is a large demand for crops to yield a large harvest, and the people depend on farming to eat and feed, their villages. The land that is available could be improved via water systems and just made overall more efficient and could prove to provide the population with more food than they currently get with unregulated traditional farming techniques.

The annual rainfall average in Guinea is roughly 400 inches, a majority of which coming in the capital of Conakry and the forest region. We believe, that with the support of every Guinean and the partnering of other great countries we can find our place in the world among the most prosperous and cultivating, creating a better life for the people of this country and by bringing something bigger than ourselves to the people of this planet.

 

Military & Detention Reform

The Reformation of the prison and military detention centers are a high priority of Alpha Kabine Baro, who believes that prison should be a place of correction, rehabilitation, training, and education.  It is factual that the majority of the world’s prison systems do not function at the level to meet international standards for the treatment and care of Prisoners.  In Guinea, the relevant international obligations and standards have been reported and documented as deliberately disregarded.   This is why the Reformation of the Prison systems are a high priority.

His plan for prison reform begins with partnering to build the country’s first prison training center for corrections officers and administration.  The Center will educate and train the prison faculty, correction officers, guards, and administration personnel on the human rights dimension, which will include training on the rights of prisoners, supporting civil society to provide free legal aid to detainees, and educating youth on the importance of staying out of jail.  The training center’s purpose will be to help the Guinean prisons to develop competent and capable corrections officers and managers.

Alpa Kaine Baro’s sole mission is to improve the over-all prison conditions, provide human rights and rule of law training, and increase awareness of, and protection for, the rights of detainees.  Alpha Kabine Baro believes that, despite the prisoners short-comings and discretions, every prisoner is a citizen that is entitled to be treated humanely and with dignity.  He is dedicated to increasing the capacity of police units, magistrates, and clerks to protect prisoners’ rights; inform detainees about their rights; and improve civil society’s ability to advocate for improvements in the legal framework for detainee rights and to educate prisoners about their rights. Alpha Kabine Baro will implement the development of a new prison infrastructure and management of safe, secure, and humane correctional systems that meet international standards and norms.

This reform will address and correct issues such as but not limited to:

 

-Overcrowding                

-Malnutrition due to deprivation of food and water; proper administration and food distribution (All Prisoners will have access to an adequate water supply will be fed a mandatory 3 balanced meals a day.)  

-Maintenance of sanitation and personal hygiene conditions

Denial of fair trial

Lengthy pretrial detention and indefinite detention, including of political prisoners

 

 

Healthcare

Veterans

Alpha Kabine Baro, being an United States Marine Gulf War Veteran, knows and understands that the importance of both honoring and properly rehabilitating our soldiers who fight to protect our lives and ensure our liberties.  He will implement government-funded programs that will offer numerous benefits, resources, and services to help Veterans transition (psychologically and physically) from service to civilian jobs and to enhance or fund their college education, skills, and careers.


-All Veterans, disabled and unemployed, will be entitled to full health benefits until death (including spouse and minor dependents).

 

-Veterans injured while active will receive permanent, monetary compensation.

 

-He will provide government assistance loans to Veterans who meet the requirements start small business

 

10% of all government contracts will be issued to Veteran majority-owned companies

 

Transitional Living Accommodation will be provided to disabled Veterans, single mothers with kids and singles who were discharged honorably for the allotted transitional period.
